what’s the difference between regional media and specialist media?

Question by Katie C: what's the difference between regional media and specialist media?

for example i am looking up morocco and it says this: "Despite the impartiality of the High Council for Broadcasting (CSCA), there was widespread disappointment that no new TV stations and only four new radio stations (either regional or specialist ones) were awarded licences in a second wave in February of this year."
is this distinction just about media ownership? what makes a media specialist and why is it considered regional, because it only covers a certain area?

Regional media is a media that is dedicated to a specific region. In this example of Morocco, Al Maghribia TV would be a regional TV station because it's made specifically for the Western Sahara.
Specialist media is a media that specialize in a certain subject. For example, Hit Radio in Morocco is a radio that specialize in Hit songs.
