Should the United States adopt a national referendum process that allows citizens to directly vote on important policies? Why or why not?

No. Look at California. They have that and end up getting unfunded programs and no taxes happen to offset them. (People want the programs, but don't want to have to pay for them.)
Let legislators do what they get paid to do. Make legislation and find ways to fund them. If you don't like it, vote them out or march on the capital and air your grievances.
